Europe’s Heatwave Dries Rivers, Fuels Wildfires and Strains the Economy

Repeated heatwaves and drought are pushing European rivers to record lows while worsening wildfires and pressuring farming, energy and transport.

Europe is enduring a summer of repeated heatwaves in which extreme temperatures, prolonged drought and widespread wildfires are creating pressure across the environment and economy. The crisis has moved beyond individual hot days, affecting major rivers, forests, farms, power systems and transport routes.

NASA’s analysis shows that western Europe experienced a series of heatwaves beginning in May, with temperatures repeatedly reaching or exceeding 40°C in parts of the region. Bordeaux in France broke its maximum-temperature record on three consecutive days in June, reaching 42.5°C on June 24. London reached 35.1°C on May 26, breaking the previous May record by 2.3°C. Slovakia also recorded national records for daytime and nighttime temperatures in August.

Heat and Drought Spread Across Europe

The extreme temperatures have been accompanied by persistent rainfall shortages. The European Commission’s Joint Research Centre says drought conditions have remained critical across large parts of western, central and eastern Europe, with severe conditions also reported in the Balkans and Italy.

A heatwave in early August affected much of the Mediterranean, the Balkans and central-eastern Europe. The European Drought Observatory reported that drought conditions had deteriorated during the summer, while forecasts indicated that warmer and drier weather could continue into September.

The combination of heat and limited rainfall has severely reduced water levels in important European rivers. The Loire, Po, Rhine and Danube all reached record-low levels in August, according to the Joint Research Centre.

The Rhine has become a particular concern for Germany’s transport and industrial sectors. At Kaub, one of the river’s shallowest sections, water levels fell to extremely low levels, restricting shipping and forcing vessels to carry lighter loads.

Europe’s heatwave is becoming an economic problem as much as a weather emergency.

The Danube has also been severely affected. In Hungary, low water levels have put pressure on the Paks nuclear power plant, which relies on the river for cooling. During the extreme heat, output was sharply reduced and authorities introduced conservation measures.

Wildfires and Agricultural Damage

The dry conditions have created dangerous wildfire conditions across the continent. The World Meteorological Organization reported exceptional wildfire activity in western Europe during July, both in burned area and emissions.

France has experienced particularly severe fires. According to the WMO, 2026 fire emissions in France were already comparable to or higher than those of the extreme fire years of 2022 and 2023. The country could therefore see 2026 become one of its most extreme fire years of the past 24 years. Spain has also recorded fire emissions well above the seasonal average.

Agriculture has suffered from the combination of heat and drought. Farmers in several European countries have reported serious losses in crops and livestock production. France’s cereal harvest, including maize, has been sharply reduced, while vegetable production has suffered major losses. Italy’s drought has affected large areas of farmland, particularly in the Po Valley.

The effects extend to electricity and industry. Low river levels can restrict the movement of goods and reduce the availability of cooling water for power plants. In France, high temperatures and unusual marine conditions have also affected nuclear power production.

Europe’s Seas Are Heating Too

The heat is not confined to land. European seas have also experienced exceptional temperatures, adding another dimension to the summer’s environmental pressure.

The Mediterranean recorded its highest average July sea-surface temperature on record at about 27°C. A buoy near Mallorca recorded approximately 33°C in early August. Scientists say human-caused climate change was the primary factor behind the exceptional sea temperatures.

Marine heatwaves affected about 90% of the Bay of Biscay and 80% of the western Mediterranean during the period examined by researchers. Such unusually warm water can damage marine ecosystems, disrupt food chains and contribute to higher nighttime temperatures on land.

The World Meteorological Organization says the combination of extreme heat, drought and wildfires demonstrates how different climate hazards can reinforce one another and create cascading effects for societies and economies.

Europe’s summer is therefore becoming a test of resilience. From dried riverbeds and restricted shipping to burning forests, stressed farms and strained power systems, the consequences are spreading across sectors. With European monitoring agencies expecting continued dry conditions into September, the immediate challenge is no longer simply surviving individual hot days, but managing the wider consequences of a prolonged and increasingly complex climate emergency.
