Israel expands ground assault in Gaza City as humanitarian crisis deepens

Israel’s expanded Gaza City operation is driving displacement as humanitarian access, shelter and essential services remain severely strained.

17, September, 2026 — Israeli forces have expanded their ground operation in Gaza City, intensifying pressure on civilians already living amid extensive destruction, displacement and severe humanitarian needs.

Ground Operation Intensifies

The Israeli military said on September 16 that it had expanded its ground operation in Gaza City after striking hundreds of targets during the preceding week. The escalation has coincided with renewed displacement from the city as residents seek safer areas elsewhere in the Gaza Strip.

For civilians, the expansion comes as humanitarian conditions remain extremely difficult. Families leaving Gaza City are moving into areas where shelter, sanitation and essential supplies are already under severe pressure.

United Nations humanitarian reporting indicates that more than 246,800 displacement movements have been recorded from Gaza City and other northern areas since August 14. More than half of those movements occurred between September 10 and 17.

Most people moving south are arriving in areas facing severe overcrowding, limited shelter, inadequate sanitation and shortages of essential supplies.

Humanitarian Access Under Pressure

Humanitarian access remains a major concern as military operations continue. OCHA has reported that Israeli military activity is disrupting humanitarian operations in Gaza City, while damaged communications infrastructure has made coordination between civilians and aid organizations more difficult.

The UN has also reported that the availability of tents and other shelter materials remains far below assessed needs. This leaves displaced families with limited options as they attempt to find protection from ongoing violence and increasingly difficult living conditions.

For displaced civilians, finding safety is increasingly linked to access to shelter, water, food and medical assistance.

The condition of Gaza City's remaining buildings has added another dimension to the shelter crisis. On September 16, a war-damaged apartment building in Gaza City collapsed, killing at least 20 Palestinians and injuring 14, according to Palestinian civil defence officials cited by Reuters.

Rescue workers faced shortages of heavy machinery while attempting to reach people trapped beneath the rubble.

Shelter Crisis Deepens

The building collapse highlighted the risks faced by civilians living in damaged structures. Reuters reported that tens of thousands of Palestinians are living in thousands of buildings damaged during the conflict, with many families using unsafe structures because adequate shelters are unavailable.

UN officials have warned that the lack of safer alternatives is placing displaced families at increasing risk.

The combination of continued displacement, damaged infrastructure and limited shelter is creating overlapping humanitarian pressures. People leaving areas affected by military operations must find accommodation while also securing food, water, sanitation and medical care.

Humanitarian organizations face the additional challenge of maintaining operations in an environment where movement and communication can be disrupted.

Diplomatic and Regional Concerns

The escalation is also adding pressure to international diplomatic efforts surrounding Gaza. Continued military activity, humanitarian restrictions and unresolved questions over Gaza's future are complicating efforts to maintain the October 2025 ceasefire framework and advance broader proposals for a lasting settlement.

Israel and Hamas continue to accuse each other of violating the agreement.

Beyond the immediate humanitarian emergency, the developments carry wider implications for regional stability. Continued displacement, destruction of civilian infrastructure and limited humanitarian access risk prolonging instability in Gaza and increasing pressure on neighbouring states and international actors involved in aid and diplomacy.

For civilians in Gaza City, the immediate challenge remains finding somewhere safe to live while securing food, water, medical care and other essential assistance as the offensive expands.
